The city of Moreno Valley -- already Riverside County's second-largest city -- has put on hold plans to expand the city by annexing adjacent unincorporated land. As KVCR's Ken Vincent reports, MoVal city leaders still face questions that need to be answered and opposition to annexation to consider... not to mention the cost of studying the impact of expanding the city's boundaries.
Ken Vincent has retired.
