A federal court in Cincinnati has ruled against the practice of marking tires with chalk to enforce parking time limits. The 6th Circuit Court of Appeals says doing so is a form of trespassing and requires a warrant. Here & Now‘s Robin Young talks with Philip Ellison, the Michigan lawyer who brought the case.
