On Wednesday, the County of San Bernardino gave clarification on Tuesday's order for mandatory face coverings effective April 8th, 2020.

"We recognize the need to act quickly to slow the spread of COVID-19 throughout San Bernardino County," said Board of Supervisors Chairman Curt Hagman. Additionally, San Bernardino County District 1 Supervisor Robert Lovingood spoke to KVCR over the phone, ensuring that there will not be any overreach and the goal is to keep as many people safe from harm.

Today's press release from the county goes on to state that in regards to local law enforcement, any violation of the health order is a violation of the California Health and safety code, however, the county does not expect law enforcement to impose citations to violators so widely. If members of the public are willfully and grossly disregarding public health orders by putting others at risk of exposure to this infectious disease then the order is meant as a tool for law enforcement to use as a deterrent. There is also mention of religious gatherings as residents in San Bernardino County are currently involved in religious festivities that generally take place this time of year. The complete release can be read here.
