Yesterday, in Part 1 of his extended interview with KVCR's Matt Guilhem, San Bernardino City Councilman John Valdivia defended his record of support for the contentious Section 186 of the City Charter -- the section that embeds protection of police and fire salaries in the city's governing document, rather than with the city's elected leaders. Valdivia asserts that they ever-rising cost of public safety is not what led to bankruptcy. Here, in Part 2 of the interview, Valdivia explains why he has repeatedly been the City Council's sole 'no' vote on approving the "Plan of Adjustment" -- the official document that explains to the federal bankruptcy judge the specific steps the city will take to emerge from bankruptcy.
