The city of San Bernardino is going through big changes. The official plan forward out of bankruptcy has been completed and sent off to the federal bankruptcy judge for negotiation hearings later this year, and an agreement to operate under an interim city charter has the support of top city officials. All but one, that is. San Bernardino Third Ward City Councilman John Valdivia has consistently voted against the Mayor and Council majority's initiatives to reform city government and get out of bankruptcy.
