The City of San Bernardino today is expected to release it's "Plan of Adjustment" -- the official document that will specify how the city intends to emerge from bankruptcy. The San Bernardino City Council is expected to consider the plan next week, before it's due to be delivered to a federal bankruptcy judge by the end of this month. As KVCR's Matt Guilhem reports, the plan has been a long time coming.
