In California, state policy is supposed to be set at the state Capitol. But complicated politics mean policy changes can take years, if they ever come at all. Increasingly, local governments around the state are taking the lead on a number of controversial issues, ranging from plastic bag bans, the minimum wage, paid sick days, even same-sex marriage.
