California lawmakers today will take up an extension of the state's cap-and-trade program -- a vote Governor Jerry Brown has called the "most important" of their lives. It's a complicated program, but a relatively simple concept, which Capital Public Radio's Ben Bradford explains.
Ben Bradford is a city kid, who came to Charlotte from San Francisco by way of New York, Washington, D.C., and Los Angeles.
