Calif.'s Mountain Snowpack Below Normal, But Officials Are Optimistic About Water Supply

The first manual snow survey of the season yesterday (Tuesday) found the amount of water in California's Sierra Nevada snowpack below average.  As Capital Public Radio's Amy Quinton reports, the snowpack supplies about a third of the state's water needs.
