Orange County Water Official Criticizes 2-Year State Delay For Emergency Drought Relief

It turns out "emergency drought relief" can take up to two years to distribute.  As Capital Public Radio's Ben Adler reports, California regulators have just awarded the final pieces of the 680-million-dollar drought aid package Governor Jerry Brown and state lawmakers approved in March 2014.
