Last year, the voters of California gave the state well more than a year to prepare for the legal sale and distribution of marijuana for recreational use. That was 8 months ago. With less than 6 months left, it appears the state -- and especially local governments -- are running behind the schedule dictated by Proposition 64, the ballot measure that legalized recreational marijuana in California.
