On November 4th, San Bernardino voters rejected Measure Q: a proposal to change the way public safety pay in the city is determined. With its defeat, San Berardino -- which is bankrupt -- continues to be beholden to a section in its city charter that results in yearly raises for police and fire employees. KVCR's Matt Guilhem reports that fire officials are aware of the financial toll they take on the city but believe they aren't the problem.
