Two Republican elected officials - including a state senator from the Inland Empire - have submitted a 2016 ballot measure that would shift 8-billion dollars in unspent high-speed rail bond funds to water storage projects. KVCR's Ken Vincent has more.
Ken Vincent has retired. We appreciate the way he shared his expertise with many of our young interns and reporters over the nearly eight years he spent as KVCR's lead journalist and Morning Edition host.
