Jerry Brown is the first California governor forced to deal with two droughts over four terms in office.  This week, after the Governor issued a sweeping executive order on water conservation, a longtime Brown-watcher compared the Governor's response now to the last drought he had to manage.  Capital Public Radio's Ed Joyce has more.
