A plan to change net neutrality rules is raising tensions between Silicon Valley and Ajit Pai, the new head of the Federal Communications Commission under President Trump. Pai held a closed-door meeting last week with telecommunications groups to help create an early blueprint to roll back the 2015 Obama-era rules.
