One of California's newest cities, Jurupa Valley, has gotten a reprieve. The Inland Empire city was in the process of disincorporation, but the removal of a $22 million debt has given Jurupa Valley and 3 other new cities in Riverside County a second chance. KVCR's Matt Guilhem has more.
