In his final State of the State address, Governor Jerry Brown warned lawmakers about the growth of California's prison system spending.  He said it's nearly tripled as a share of the general fund budget since 1970.  Capital Public Radio's PolitiFact report Chris Nichols fact-checked the governor's claim.
