Could Trump Carry Through With Threat To Cut Funds To UC Berkeley?

After protests resulted in the cancelation of a controversial speaker at UC Berkeley this week, President Trump tweeted a threat to withdraw federal funds from the university.  KVCR's Ken Vincent has more on whether the threat could be carried out.
