A healthy economy and a fresh perspective have prompted new Governor Gavin Newsom to propose some of the most progressive programs and sweeping investments in a California state budget blueprint in years.  For the most part, majority Democrats in the Legislature like the budget proposal, while Republicans have questions and concerns.  Here's more in a report from KVCR's Ken Vincent and Captial Public Radio's Ben Adler.
