California Signs Cap-And-Trade Collaboration With Canadian Province Of Ontario

California's climate change market, where businesses buy and trade the right to emit greenhouse gases, just got bigger.  Governor Jerry Brown announced Friday that he's signed an agreement with the Canadian province of Ontario to link cap-and-trade systems.  It's been a long-time goal of the state.  Capital Public Radio's Ben Bradford explains why.
